WHAT HAPPENED:
The Chadwell memorandum was dated for today. It was written by H. Marshall Chadwell, assistant director for scientific intelligence. The memorandum concluded that UFOs did have "national security implications" for the United States, but more so as a form of psychological warfare from Russia than as an imminent invasion from outer space.
